In an era where safety and security are paramount, Bhutan is witnessing a transformative shift in its approach to surveillance. Closed Circuit Television (CCTV) systems are becoming a key instrument for safeguarding communities, helping law enforcement, and fostering a culture of proactive security. With a growing number of cameras installed in cities and towns, CCTV is emerging as a trusted guardian, capturing moments that matter and offering insights that prevent crime and assist investigations. Data from the Royal Bhutan Police (RBP) reveals the tangible impact of surveillance systems in addressing crime across various districts, emphasizing the indispensable role of CCTV in public safety.

The Royal Bhutan Police have reported that surveillance systems are instrumental in detecting, monitoring, and addressing criminal activities across Bhutanโ€™s Dzongkhags (districts). In Paro Dzongkhagโ€™s Division One, Safe City CCTV cameras detected two cases, with privately installed cameras revealing sixteen additional cases. In Punakha Dzongkhag, Division Two recorded seven incidents captured by private systems, while Phuentsholing, in Chukha Dzongkhag (Division Three), saw twenty-nine cases identified by Safe City cameras and twenty-eight more through private surveillance. Samtseโ€™s Division Four reported seventeen cases through Safe City surveillance and one additional case from private cameras.

Further south, in Sarpang Dzongkhagโ€™s Gelephu, Division Five observed three cases via Safe City cameras and fourteen more from private systems. Tsirang Dzongkhag, Division Six, recorded two cases through Safe City surveillance, with another case reported by private cameras. Samdrup Jongkharโ€™s Division Eight had one case identified by Safe City CCTV, with four additional incidents monitored by private setups. In eastern Bhutanโ€™s Mongar, Division Ten detected two cases through private cameras, while Thimphu, the bustling capital under Division Eleven, reported seventy-four cases from Safe City CCTV and sixty more from private installations, highlighting a pressing need for surveillance in urban areas. Wangdue Phodrangโ€™s Division Twelve had two cases detected by Safe City cameras and three from private setups, while Bumthang, in Division Thirteen, recorded four cases from private cameras alone.

In total, these combined surveillance systems have contributed to the detection of 270 cases across Bhutan, stressing the invaluable contribution of CCTV to community safety.

The Royal Bhutan Police (RBP) has indicated the need for comprehensive CCTV installation across the country, urging citizens to consider both public and private surveillance to enhance personal safety and property security. โ€œOur technicians are available to explain the benefits and technical specifications of CCTV cameras to anyone interested,โ€ shared an RBP spokesperson. Recognizing CCTVโ€™s potential to deter and resolve crime, the RBPโ€™s technical team offers assistance for communities or individuals interested in installing CCTV systems. โ€œCCTV footage is invaluable in reviewing incidents after they occur, allowing us to identify and resolve cases with greater ease and accuracy,โ€ the spokesperson explained.

In light of escalating safety concerns, the RBP encourages individuals and business owners to take preventive measures, noting that CCTV installations protect not only oneโ€™s own property but also contribute to a safer community overall.

Karma Wangchuk, Director General of the Department of Air Transport, has highlighted how CCTV systems are enhancing security, monitoring, and operational efficiency at Bhutanโ€™s airports. โ€œCCTV systems play a crucial role in deterring crime, managing crowds and queues, and controlling access to restricted zones, ensuring safety throughout terminals, gates, and baggage areas,โ€ he explained. CCTV technology has become integral to modern airport management, providing real-time visuals in emergencies and facilitating fast response times.

With advancements in artificial intelligence, modern CCTV systems can analyze passenger flow, identify patterns, and automate alerts, contributing to proactive security measures and long-term airport planning. These systems enhance operational efficiency, support resource planning, and optimize passenger experiences, making them indispensable to modern airport management.

Ugyen Pem, owner of Ugyen Pem Tshongkhang, recalls how CCTV installation has proven invaluable for her business security. Having installed cameras a decade ago, she finds them to be an indispensable tool for monitoring her premises remotely. โ€œWhen I cannot go to the shop, I can still monitor everything remotely through my phone,โ€ she shared. This real-time access has given Ugyen peace of mind, knowing she can oversee her business and respond to suspicious activity instantly.

Beyond monitoring, the system offers critical evidence in disputes, thefts, or other incidents. โ€œHaving recorded footage provides proof if something goes wrong,โ€ Ugyen noted. The system also safeguards her vehicles parked nearby, significantly reducing the risk of accidents or damages. For business owners like Ugyen, technology like CCTV has become a vital tool in maintaining safety and accountability, fostering a more secure environment for daily operations.

Schools are joining the movement towards enhanced security with the adoption of CCTV systems to protect students. Pam Primary School in Trashigang Dzongkhag, for instance, has announced plans to install CCTV cameras on its campus to prevent potential incidents. โ€œThe safety of our students is a priority, and with CCTV, we will have an additional layer of security to prevent any wrongdoing,โ€ said Principal Pema Wangchuk.

By providing a continuous watch, CCTV systems empower schools to address safety concerns and create a protected learning environment. This measure not only assures parents but also supports school authorities in monitoring suspicious activities, thereby fostering a safer, more accountable school atmosphere.

Principal Kezang Wangchuk from Trashigang Middle Secondary School reported significant improvements in school security with the installation of a single CCTV camera. โ€œPreviously, we faced challenges such as items being stolen and individuals loitering around the school premises at night. Since the installation, we have observed a significant improvement,โ€ the principal noted.

From bustling urban centers to serene rural districts, CCTV systems are transforming Bhutanโ€™s security landscape. These โ€œeyes on the groundโ€ serve as a preventive measure, deterring crime and creating safer environments. More than a tool for investigation, CCTV is a proactive force, allowing institutions to monitor public spaces and swiftly respond to incidents, from petty theft to organized crime.

As Bhutan continues to grow and modernize, its embrace of CCTV technology is more than a step towards enhanced security; itโ€™s a commitment to the well-being of its citizens and a reflection of the value placed on community safety.
